The man is President Theodore Roosevelt, the famous trust killer as well as bear hunter. The bears represent trusts, with labels on them to discern them from each other. The bear labeled bad trust represents bad trusts, likewise with the other bear.

Because the image wanted to portray him as the hunter/slayer of trusts (bears).
